Black powder survey

We are considering offering black powder for sale through our arsenal store.  The reason we haven't offered it is because the Federal License to sell it cost several hundred dollars.  We must also meet state and local requirements to store and handle it.  Additionally, detailed records must be kept.  Next, comes being authorized by UPS, which requires meeting their & DOT (Department of Transportation)  "Haz-Mat"  (Hazardous Materials) rules.

If all the permits and licenses are secured, we could sell black powder directly off the website and have UPS deliver it by ground, anywhere in the 48 states.  You could purchase from 1 lb to 25 lbs, however, regardless of the amount of powder purchased you would incur a $ 20.00 Haz-Mat fee in addition to the shipping fee.  This fee is levied by UPS. 

A 1 lb can of black powder sells for about $ 13.00.  If you purchased it, it would cost you about $ 39.00, ($ 13 + $ 20 + apprx $ 6.00 shipping).  If you purchased 5 lbs, it would cost you about  $ 95.00 ( 5x $ 13 + $ 20 + apprx $ 10 shipping.)

We would consider offering 3 grades, Cannon (very coarse), fg and ffg.
